Each open civic systems is distinct and unique, composed of the people and communities who enact them in particular contexts. Moved by shared needs and goals related to a core civic sector or domain of shared public life, they utilize open civic utilities that enable particular functional capacities for self-organizing groups. By sharing blueprints, playbooks, and templates for open civic systems as well as indexing civic utilities according to the functional capacities, the open civic innovation practice and framework helps to link efforts in similar sectors with shared knowledge that can support localized implementation through global knowledge sharing. At its core, every open civic system is composed of open civic utilities and is oriented to delivering on a specific open civic pattern within a particular civic sector.
