Core membership constituency with governance rights and voting authority within the DAO.
## Purpose
Labs Members hold collective authority over governance decisions while taking responsibility for the health, strategy, and direction of OpenCivics Labs. Membership is earned through meaningful contribution and mutual trust.
## Criteria
- Hold at least one active role within a Labs group
- Align with Labs values and participation ethics
- Maintain active participation in at least one protocol or project per quarter
- Demonstrated commitment to open civic innovation
## Responsibilities
**Governance:** Participate in governance processes, vote on proposals and elections, input to strategy
**Community:** Uphold ethics, support onboarding, contribute to conflict resolution
**Innovation:** Propose initiatives, share expertise, contribute to projects and publishing

## Term and Accountability
- **Term:** Ongoing while meeting engagement expectations
- **Review:** Quarterly participation verification
- **Expectations:** Participate in governance when called, contribute to projects or publishing, uphold participation ethics
- **Transition:** Members not meeting engagement minimums may be moved to inactive status with path to reinstatement
